Yeah, Apple always forces us to use latest versions of frameworks and tools even though they may be broken. Since April 2020 everyone, who is willing to submit an app to the Store, will be forced to use Xcode 11:
“Starting April, 2020, all apps submitted to the App Store will need to be built with Xcode 11.”
